I guess I deleted it before whatever wanted it reclaimed it after the spooler service restarted. I'm thinking that may have been back in the XP days though. This is caused due to one of a couple of things. Look at the specific driver that is used for the printer you are trying to remove, then look through the other printers that you have on the server and check their drivers.
Most likely you'll find that another printer is using the same one. Once you find it you'll need to either update the driver to a different driver, or delete that printer too. Once the other printer is deleted you should be able to resume manually deleting the driver. If windows still gives you problems then manually stop, not restart the spooler, then manually start it again and immediately finish deleting the driver.
Lastly, go and download the updated drivers from the printer manufacturer's site to use to reinstall the additional printers you had to delete to avoid using the driver that was corrupted and gave you issues.
Nothing in the spooler that I have stopped and restarted countless times. I have all the other printers removed so the driver cross over shouldn't be giving me any issues. IF it says it is still in use then stop the service, start the service and immediately remove the driver you have about 2 seconds to click the button. Glad you got it fixed. Strange fix, though.
